Trump Threatens to Exit Ukraine Talks Amid Crimea Dispute

WASHINGTON / LONDON – April 24, 2025 – U.S. President Donald Trump has issued a stark warning that the United States may pull out of peace negotiations aimed at ending the war in Ukraine, citing Kyiv’s firm refusal to accept any territorial concessions — particularly on Crimea.

Trump openly criticized Ukrainian President Volodymyr Zelenskiy, claiming that Kyiv’s insistence on retaining Crimea as Ukrainian territory was obstructing progress toward peace. “Crimea was lost years ago,” Trump said, writing on Truth Social. “If Zelenskiy wants it back, why didn’t they fight for it in 2014?”

Washington Pushes Controversial Peace Framework

Vice President JD Vance, speaking to reporters in India, revealed that the U.S. proposal under discussion calls for a “freezing” of current frontlines and a long-term diplomatic process. “The only way to stop the killing,” he said, “is for the armies to put down their weapons and freeze this thing.”

According to sources familiar with the proposal, the plan includes recognition of Russia’s 2014 annexation of Crimea — a red line for Ukraine — and potentially accepting Russian control over parts of eastern Ukraine seized during the current war.

Zelenskiy: “Nothing to Talk About” on Crimea

Ukrainian leaders, however, remain adamant that no peace deal will involve surrendering any territory. President Zelenskiy reaffirmed this stance earlier this week: “There’s nothing to talk about here. This is against our constitution,” he said in a public address.

His Chief of Staff, Andriy Yermak, emphasized Ukraine’s unwavering position during recent discussions in London, tweeting, “Ukraine will stand firm on its core principles… sovereignty and territorial integrity are non-negotiable.”

Fractures Emerge Among Allies

The U.S. position has raised eyebrows — and concern — among European allies. A scheduled high-level meeting in London was abruptly downgraded after U.S. Secretary of State Marco Rubio cancelled his trip. This led to the cancellation of broader discussions with foreign ministers from France, Germany, and the U.K.

A British government spokesperson attempted to downplay the cancellation, saying “substantive technical meetings” were still underway. However, the absence of Rubio, a key figure in the process, highlighted the diplomatic friction.

Europe Balks at U.S. Concessions to Russia

According to Western diplomats, proposals presented by Trump’s envoy Steve Witkoff in Paris and now in London call for significant concessions from Ukraine, including:

  • Recognition of Russia’s annexation of Crimea.
  • Acceptance of Russia’s control over ~20% of Ukrainian territory.
  • U.S. and European Union sanctions on Russia to begin being lifted.
  • Ukrainian membership in NATO to be ruled out.

These ideas have been firmly rejected by both Kyiv and European governments. EU leaders insist any peace must be just, not simply expedient, and have dismissed lifting sanctions while Russian troops occupy Ukrainian land.

U.S.-Ukraine Relations Strained, But Still Active

Despite harsh rhetoric from the U.S. president, Ukraine’s Foreign Minister Andrii Sybiha stated after Wednesday’s London meetings that Kyiv remains committed to engaging with Washington: “We believe in dialogue and we are ready to work with all partners who share our vision of peace.”

The U.S. had previously played a leading role in supporting Ukraine militarily and diplomatically, particularly under the Biden administration. Trump, since returning to office in January, has sought to shift that approach, calling for a swift ceasefire and suggesting Kyiv accept current realities on the ground.

Will the U.S. Walk Away?

With Trump declaring that “we are very close to a deal” and warning that the U.S. might exit negotiations if Kyiv remains defiant, pressure is mounting. His administration’s abrupt policy shift has placed allies on edge and emboldened Moscow’s negotiating posture.

A European diplomat involved in the talks summarized the tension: “The U.S. wants Ukraine to bend, and Europe is caught in the middle. But this war won’t end just because the West gives up.”

As both sides continue to maneuver diplomatically, the war in Ukraine grinds on — and with it, the stakes for peace only grow higher.
