Starting Tuesday, July 1, 2025, the Dubai government will officially implement a flexible four-day workweek for public sector employees as part of its summer schedule. The initiative, titled “Our Flexible Summer”, will continue through Friday, September 12, 2025, and is aimed at improving work-life balance, employee well-being, and organizational productivity.
This move follows the successful outcome of a pilot program launched in summer 2024, which saw positive feedback from participating employees and departments.
Expanded Implementation Across 21 Government Departments
The Dubai Government Human Resources Department (DGHR) has confirmed that 21 government entities will participate in the updated program—an increase from 15 departments that were part of last year’s pilot. The expansion reflects both the popularity and the measurable success of the initiative, particularly in terms of employee satisfaction and workplace engagement.
“This initiative reflects our ongoing efforts to enhance the government work environment, tailoring it to meet both employee needs and community expectations,” said Abdullah Ali bin Zayed Al Falasi, Director General of DGHR. “We’re aiming to create a modern, adaptive government system that promotes both efficiency and personal well-being.”
Two Group System: Flexibility Without Disrupting Public Services
To ensure continued service delivery while embracing flexibility, the summer schedule introduces two distinct work models:
- Group One will follow a four-day workweek, working eight hours per day from Monday to Thursday, with Fridays off.
- Group Two will also work Monday through Thursday, but with shorter, seven-hour days, followed by a half-day on Friday (4.5 hours).
This dual-approach model allows the government to maintain essential public services throughout the week, including Fridays, while still delivering on the promise of a flexible and progressive work culture.
Benefits for Families During School Holidays
The rollout comes at a time when many families are adjusting to the school summer break, and the flexible hours are intended to give parents more time with their children. It aligns with the UAE’s broader “Year of Community” campaign, which encourages initiatives that strengthen family bonds and enhance community life.

The program also recognizes the unique demands of summer in the UAE, such as extreme heat and seasonal school closures, which impact employees’ daily routines and family responsibilities.
Positive Results from 2024 Pilot Program
Last year’s trial demonstrated measurable improvements in employee morale, reduced absenteeism, and greater productivity. According to internal surveys conducted by DGHR:
- 85% of employees reported a positive impact on work-life balance
- 78% said their job satisfaction increased
- Departments observed a notable rise in task completion efficiency
These results informed the decision to broaden the program’s reach in 2025, allowing more departments and teams to participate.
A Model for People-First Government Systems
Dubai’s adoption of a flexible summer work schedule aligns with global trends toward hybrid work, reduced workweeks, and employee-centered workplace cultures. It reinforces the emirate’s reputation as a pioneer in innovative governance and public sector reform.
The DGHR emphasized that the government is committed to sustainable and human-focused practices, ensuring that policy reforms not only increase productivity but also support employee mental and emotional well-being.
“This is part of our vision for a more sustainable and people-first future. We want government jobs in Dubai to be examples of what modern employment can look like,” said Al Falasi.
No Compromise on Service Excellence
While the schedule offers flexibility, it is carefully structured to avoid any disruption in public services. Offices will continue to operate efficiently across the week, ensuring that citizen services remain fully accessible.
Departments participating in the program have developed shift plans and rotation systems to maintain operational continuity.
Conclusion: A Progressive Step in Public Sector Evolution
The “Our Flexible Summer” initiative marks another strategic step in Dubai’s ongoing transformation into a modern, adaptable, and future-ready government. By putting employee well-being at the forefront, the emirate is setting a benchmark for progressive governance in the region and beyond.
With growing support from employees and stakeholders, the initiative could pave the way for permanent changes in workweek structures, especially as governments globally explore new ways to balance efficiency with empathy in the workplace.
