FBR Launch Pakistan First AI-Based Customs Clearance System

Islamabad, July 8, 2025: The Federal Board of Revenue (FBR) has launched Pakistan’s “first-ever” artificial intelligence (AI)-powered Customs Clearance and Risk Management System (RMS) under the instructions of Prime Minister Shehbaz Sharif. It is designed to boost transparency, cut down human involvement, and ease trade processes. It is expected to improve the effectiveness of import and export activities.

This progress was disclosed during a session focused on FBR-related matters held on Monday, according to a statement issued by the Prime Minister’s Office (PMO).

During the session, it was shared that the system will now evaluate the price and type of goods involved in import and export dealings through AI and automated programs. It was highlighted that the risk management system will keep evolving through machine learning as goods are transported.

Officials shared that during trial runs, the system showed over 92% better results. The RMS identified 83% more Goods Declarations (GDs) for tax purposes and allowed 2.5 times more GDs to be processed through the green channel.

Pakistan’s online trade sector is also witnessing a rise in operating costs due to new tax measures. It was mentioned that the RMS will promote openness, reduce manual involvement, and assist traders. The system will provide swift and accurate assessments of goods and their worth, leading to faster processing.

“Reforming the FBR is among the top priorities of the government,” said PM Shehbaz. “By automating the tax system, we are making it more transparent and effective. This technology-driven system will ease doing business and provide convenience to taxpayers,” he added.

The PM also directed that the system be made long-term and integrated, appreciating the team’s efforts. Additionally, the meeting discussed video-based tools to boost tax collection from factories.

Officials said this method will ensure automatic and fair tax recovery, enhancing revenue while allowing hassle-free tax payments. The system, which is cost-effective, showed 98% success in testing, with potential for increasing tax revenue from industries.
