In a major public sector collaboration, Pakistan Post and the country’s electricity distribution companies (DISCOs) have reached an agreement to transfer the responsibility of printing and distributing electricity bills to the national postal service.

The initiative is set to roll out in phases, beginning with a pilot project in selected regions by July 25, 2025, according to a senior official from Pakistan Post.

Pilot Launch to Begin by End of July

The decision was finalized during a meeting held on July 17, where stakeholders agreed to test the new arrangement in one electric subdivision per postal circle. In the first phase, Pakistan Post staff will deliver bills with the assistance of local DISCO personnel.

This trial is designed to:

  • Identify operational gaps
  • Test workflow efficiency
  • Evaluate coordination mechanisms
  • Assess the postal workforce’s capacity

“Instructions have been issued to all Postmaster Generals to begin coordination with their respective DISCOs,” said the Pakistan Post official. “The objective is to finalize distribution plans for the first phase by July 25.”

Gradual Transition over Six Months

If the pilot proves successful, a gradual transition will follow over a period of six months, during which Pakistan Post will take over full responsibility for both the printing and delivery of electricity bills across the country.

The move is expected to improve efficiency, reduce outsourcing costs, and strengthen inter-agency collaboration within the public sector.

Review of Postal Infrastructure Underway

To prepare for the transition, a comprehensive review of:

  • Postal delivery routes (postal beats)
  • Available workforce
  • Capacity for printing and logistics

is already underway to ensure timely bill delivery to over 50 million consumers, including residential, commercial, and agricultural users.

This will help optimize the postal system for high-volume bill distribution and ensure that bills reach consumers on time, minimizing late payments and complaints.

Public Sector Reform and Modernization

The collaboration is being hailed as a public sector innovation, aiming to:

  • Enhance citizen service delivery
  • Modernize postal operations
  • Reduce reliance on private contractors
  • Improve government resource utilization

It also aligns with broader goals of digital and administrative reforms in public utilities and government logistics.

Conclusion: A Test of Efficiency and Coordination

As the initiative enters its pilot phase, much will depend on how effectively Pakistan Post and DISCOs can coordinate to manage logistics, handle volume, and maintain delivery standards. If successful, the model could serve as a template for other utility services and become a cornerstone of Pakistan’s evolving e-governance infrastructure.

Further updates are expected following the completion of the first trial phase later this month.
