As digital financial services continue to evolve in Pakistan, the State Bank of Pakistan (SBP) has introduced a crucial new requirement to enhance the security of mobile wallet transactions. Effective July 1, 2025, all cash deposits and withdrawals made through Easypaisa and JazzCash retail agents must now be verified biometrically.
This regulatory step is designed to protect users from growing threats such as identity fraud, unauthorized access, and money laundering, while reinforcing trust in the rapidly growing mobile payments sector.
Mobile Wallets Transforming Financial Access in Pakistan
Over the past few years, services like Easypaisa and JazzCash have revolutionized how Pakistanis conduct financial transactions. With smartphones and mobile apps, even users in remote or underserved regions can send and receive money, pay bills, or make purchases without needing a traditional bank account.
These platforms have become lifelines for millions — including students, daily wage workers, freelancers, and small business owners. However, as usage increases, so do security risks.
Why Biometric Verification Is Being Implemented
According to the State Bank of Pakistan, the primary goal of implementing biometric verification is to:
- Prevent identity theft and account misuse
- Increase traceability of cash transactions
- Comply with anti-money laundering (AML) and Know Your Customer (KYC) protocols
- Build user confidence in the safety of digital wallets
The SBP has made it clear that no user accounts will be blocked, and funds will remain safe. The regulation only affects cash deposits and withdrawals made through agents, not online wallet transactions.

What Changes for Easypaisa and JazzCash Users?
Starting July 1:
- Biometric-enabled agents will be the only authorized points for cash deposits and withdrawals.
- Users will be required to verify their identity via thumb impression or biometric scanning at these agent locations.
- Online transactions, utility bill payments, transfers, and in-app purchases remain unaffected.
- Users who do not wish to complete biometric verification can continue using the digital wallet for non-cash transactions without interruption.
Debunking Common Misconceptions
The rollout of biometric requirements has also led to the circulation of misinformation on social media. Let’s clarify a few key points:
“Accounts will be blocked” — FALSE
There is no account suspension or deactivation involved in this process. All user accounts will continue to function as usual.
“Funds will be frozen” — FALSE
Your funds are safe. Biometric verification only affects the process of depositing or withdrawing physical cash at agent locations.
“Online services will stop working” — FALSE
Easypaisa and JazzCash apps will continue to operate normally for all online financial activities.
Retail Agents to Assist With Smooth Transition
To facilitate this shift, both platforms have deployed biometric-enabled agents across the country. These agents are trained to support customers and ensure a hassle-free process. Customers can visit any authorized location, verify their identity once biometrically, and proceed with their transactions.
Users are encouraged to update their app and ensure their CNIC details are correct to avoid any delays during the verification process.
A Positive Step for Financial Security
The biometric requirement should be seen as a positive development. As fraudsters become more sophisticated, relying on PIN codes and OTPs alone may no longer be sufficient. Biometric authentication introduces a second layer of protection that is nearly impossible to replicate.
For Pakistan’s booming digital economy, this move represents a maturing of fintech regulation. It protects consumers while supporting financial inclusion efforts by maintaining the integrity of mobile wallet platforms.
