BÜRGENSTOCK, Switzerland: The first round of high-level talks between the United States and Iran concluded on Monday at the Bürgenstock Resort in Switzerland, with mediators Qatar and Pakistan reporting “encouraging progress” and the establishment of a 60-day roadmap toward a final agreement.
The talks, held under the framework of the Islamabad Memorandum of Understanding (MoU) signed on June 17, were described in a joint statement by Pakistan and Qatar as taking place in a “positive and constructive atmosphere”. The US delegation was led by Vice President JD Vance, while Iran’s team was headed by Parliament Speaker Mohammad Bagher Ghalibaf.
Key Outcomes of the Talks
The parties agreed to establish a High-Level Committee to provide political oversight of the mediation process. Chief negotiators will report regularly to the committee and lead working groups focused on nuclear issues, sanctions, monitoring and dispute resolution, and other related matters.
The committee agreed on a roadmap aimed at reaching a final agreement within 60 days, paving the way for the immediate commencement of further technical talks. Technical discussions will continue for the remainder of the week at the Bürgenstock Resort.
Iranian Foreign Minister Abbas Araghchi hailed the outcome, posting on X that “tireless Pakistani and Qatari mediation has delivered major progress.” He said the developments include waivers for Iranian oil and petrochemical exports, the lifting of blockades, the release of some frozen assets, and a major reconstruction and development plan for Iran.
Lebanon and Strait of Hormuz Mechanisms
The parties agreed on the creation of a “de-confliction cell” involving the US, Iran, Lebanon, and the mediators to ensure adherence to the termination of military operations in Lebanon. Araghchi described this as the “1st real test” of the agreement.
Additionally, a communication line has been established between the parties for the 60-day period outlined in the MoU to avoid incidents and ensure the safe passage of commercial vessels through the Strait of Hormuz.
The mediating parties — Pakistan and Qatar — have pledged to continue their efforts to ensure negotiations proceed in a constructive atmosphere toward a final agreement. The talks were also welcomed by Türkiye, Egypt, and Saudi Arabia.
