Iran is preparing for critical consultations with France, Britain, and Germany (the E3) on Monday, just days before the inauguration of U.S. President-elect Donald Trump. These talks are the second round of discussions within two months, following a low-key meeting in Geneva in November. Although Iran and the European powers have emphasized that these are not formal negotiations but rather “consultations,” the meeting comes at a time of heightened concern over the state of Iran’s nuclear program and the potential impact of the incoming Trump administration.

The ongoing diplomatic discussions focus on addressing Iran’s nuclear program, particularly its uranium enrichment activities, and the possibility of lifting the sanctions that have severely impacted the Iranian economy. Iranian officials have emphasized that the primary goal is to remove sanctions, while also signaling their readiness to listen to the concerns raised by the European powers.

Diplomatic Tensions and the Looming Trump Presidency

The timing of these talks is particularly sensitive given the imminent return of Donald Trump to the White House. During his first term, Trump adopted a “maximum pressure” campaign against Iran, withdrawing the United States from the 2015 Joint Comprehensive Plan of Action (JCPOA), a landmark agreement that had placed restrictions on Iran’s nuclear activities in exchange for sanctions relief. Since then, Tehran has progressively scaled back its commitments under the agreement, including increasing its stockpile of enriched uranium.

European leaders have expressed growing concern about Iran’s non-compliance with the JCPOA, with French President Emmanuel Macron warning last week that Iran’s accelerating nuclear activities are pushing the world closer to a “breaking point.” Macron’s remarks were promptly rejected by Iran, which described them as “baseless” and “deceitful.” Despite these tensions, the E3 continues to stress their commitment to a diplomatic solution and the prevention of Iran acquiring nuclear weapons.

The Challenge of Resurrecting the JCPOA

Efforts to revive the JCPOA have stumbled in recent months, with Iran’s non-compliance and the expiration of certain clauses adding urgency to diplomatic efforts. In December, the E3 accused Iran of increasing its stockpile of highly enriched uranium to “unprecedented levels,” which the European powers said lacked any credible civilian justification. The situation is complicated by the looming expiration of the “snapback” mechanism, which allows the reimposition of United Nations sanctions on Iran if significant non-performance of JCPOA commitments occurs. This mechanism, however, will expire in October of this year, intensifying the pressure for a resolution.

The International Atomic Energy Agency (IAEA) has reported that Iran has made significant strides in enriching uranium, with Tehran now possessing uranium enriched to 60%, a level close to what is needed to develop a nuclear weapon. While Iran continues to assert that its nuclear program is solely for peaceful purposes, these developments have heightened international concerns about its intentions.

Iran’s Commitment to Diplomacy and the Future of Nuclear Talks

Despite the rising tensions and Iran’s nuclear advancements, Iranian leaders have repeatedly expressed their willingness to engage in negotiations to revive the nuclear deal. Iranian President Masoud Pezeshkian, who assumed office in July, has expressed a desire to end the country’s international isolation and restore the JCPOA. Similarly, Foreign Minister Abbas Araghchi, in a recent interview with China’s CCTV, emphasized Iran’s openness to constructive negotiations.

Araghchi reiterated Iran’s belief in a return to the original JCPOA framework, which would involve lifting sanctions in exchange for a verifiable commitment to peaceful nuclear activities. These comments reflect Iran’s desire to rebuild trust with the international community and secure the lifting of sanctions that have severely impacted the Iranian economy and population.
