In a major step towards increasing accessibility and enhancing identity verification, the National Database and Registration Authority (NADRA) has upgraded the non-chip Computerized National Identity Cards (CNICs) with new security features and improved delivery time, while keeping the cost unchanged.
The initiative is aimed at supporting low-income citizens and encouraging undocumented individuals to register with the national database, in line with NADRA’s mission to ensure inclusive documentation for all segments of the population.

New Features of the Non-Chip CNIC
The upgraded version of the non-chip CNIC includes the following enhancements:
- Bilingual Printing: Names and parentage are now printed in both Urdu and English, helping to eliminate confusion and enhance document readability in domestic and international settings.
- QR Code Integration: The thumb impression section on the CNIC has been replaced by a QR code for quicker, more reliable identity verification. This marks a significant move towards digital authentication.
- Faster Delivery: The issuance time for non-chip CNICs has been reduced from 30 days to just 6 to 15 days, significantly cutting the wait period for applicants.
These features improve both security and efficiency, making the CNIC more user-friendly and suitable for digital platforms and financial institutions.
No Fee Increase: A Relief for Low-Income Citizens
NADRA has clarified that no additional fees will be charged for the upgraded non-chip CNIC. This decision directly benefits low-income individuals, daily wage workers, and rural populations who often rely on non-chip CNICs due to cost constraints or limited access to digital infrastructure.
The unchanged fee structure ensures that the cost barrier does not hinder access to identity documentation, especially in remote or underprivileged areas.
Promoting Inclusion and Documentation
This upgrade is part of NADRA’s broader strategy to encourage registration among undocumented individuals who may have avoided obtaining a CNIC due to cost, inconvenience, or lack of information.
