Sri Lankan President Anura Kumara Dissanayake, in his first overseas visit as head of state, reaffirmed his commitment to strengthening ties with India. Welcomed with a red carpet by Indian Prime Minister Narendra Modi, Dissanayake’s visit underscores the significance of Indo-Sri Lanka relations. The island nation’s first foreign visit traditionally goes to India, which is seen as a regional powerhouse and a key player in the Indian Ocean, where both India and China vie for influence.

Dissanayake, who assumed office in September 2024, came to power with a pledge to combat corruption and steer the country out of its ongoing economic struggles. Reflecting on the importance of the relationship between the two countries, he emphasized that India would continue to play a significant role in Sri Lanka’s foreign policy. The Sri Lankan president also acknowledged the strong support India provided during the nation’s economic crisis in 2022.

A New Era of Cooperation Between India and Sri Lanka

In their discussions, Dissanayake and Modi focused on advancing economic cooperation and regional security, with particular attention to enhancing investment opportunities, boosting tourism, and fostering energy collaborations. India is one of Sri Lanka’s largest trading partners, with Indian exports to Sri Lanka totaling $4.1 billion compared to $1.4 billion in reverse exports. India has also been involved in key infrastructure projects in Sri Lanka, further solidifying the bilateral relationship.

Modi expressed his happiness over Dissanayake’s choice of India as his first foreign destination, calling it a step toward “adding new energy and speed” to the relationship between the two countries. The warm reception, including a military honor guard parade at the presidential palace, was an indication of India’s commitment to maintaining and expanding its ties with Sri Lanka.

Sri Lanka’s Financial Recovery and India’s Support

Sri Lanka faced its worst financial crisis in 2022, unable to pay for essential imports like food, fuel, and medicine. The country defaulted on its $46 billion foreign debt, sending shockwaves through the economy. In this time of need, India played a pivotal role in supporting Sri Lanka through a financial lifeline, helping the country emerge from the crisis. Dissanayake, acknowledging this support, said, “India supported us immensely to come out of that quagmire.”

The Sri Lankan president held productive meetings with India’s finance and foreign ministers, as well as national security adviser Ajit Doval, focusing on deepening economic ties and enhancing regional stability.

Sri Lanka’s Strategic Maritime Importance

Strategically located along one of the world’s busiest shipping routes, Sri Lanka holds maritime significance. Its position linking the Middle East to East Asia adds another dimension to its value in regional geopolitics. During Dissanayake’s visit, both leaders underscored the importance of maritime cooperation and the need to maintain regional peace and stability.

Adani Group’s Controversial Colombo Port Project

Ahead of Dissanayake’s visit, Sri Lanka reaffirmed that it would proceed with the Adani Group’s port project in Colombo, despite recent controversies surrounding the Indian conglomerate. The project has faced scrutiny following charges against Adani founder Gautam Adani in a bribery scandal. While the charges have been denied by Adani, the controversy has raised questions regarding corporate governance at the firm, whose founder is considered a close ally of Modi. However, both countries seem determined to continue the project, which is seen as pivotal for strengthening bilateral economic ties.

Looking Ahead to Future Engagements with China

After strengthening relations with India, Dissanayake is expected to travel to Beijing for talks with Chinese leaders in early 2025. This balancing act between two major global players highlights Sri Lanka’s position as a key nation in the Indian Ocean, with its strategic maritime assets making it a critical partner for both India and China.
