The United Arab Emirates continues to rank among the world’s most desirable destinations for living, working, and tourism. To support this global interest, the UAE regularly updates its visa framework to attract skilled professionals, investors, innovators, digital creators, and talent from diverse sectors. In 2025, the nation introduced several new visa categories, updated eligibility criteria, and implemented fresh regulations affecting tourists, expats, and long-term residents.
These changes—ranging from expanded visa-on-arrival privileges to new Golden Visa pathways—reflect the UAE’s broader strategy to strengthen its economy, enhance competitiveness, and streamline entry and residency procedures. Below is a comprehensive look at the major visa rule updates announced in 2025 and their impact.
1. Four New Visit Visa Categories Introduced
In September, the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) unveiled four new visit visa categories. These permits are tailored to specialists and professionals in niche industries as well as travelers arriving through tourism vessels.
a. Specialists in Artificial Intelligence (AI)
AI experts can now obtain single or multiple-entry visit permits based on an official letter from a sponsoring or hosting entity. This aims to accelerate digital transformation and attract tech talent to the UAE.
b. Entertainment Permit
A temporary visa has been launched specifically for entertainment-related activities, enabling performers, artists, and production teams to work legally for short periods.
c. Events Visa
Individuals attending festivals, conferences, seminars, exhibitions, sports events, cultural programs, and similar activities can apply for a temporary event-specific visa. This simplifies entry procedures for global participants and delegates.
d. Tourism Visa via Cruise & Leisure Boats
Tourists arriving through cruise ships and luxury yachts can avail a multiple-entry visa for a temporary period, promoting marine tourism in the UAE.
2. Minimum Salary Requirement for Sponsoring Visit Visa
UAE residents wishing to sponsor friends or family must now meet updated minimum salary requirements. Announced in September, the thresholds vary by relationship category, with sponsors needing to earn Dh4,000, Dh8,000, or Dh15,000 monthly.
Applicants must also provide proof of kinship, ensuring transparency and preventing misuse of visit visas.
3. UAE Expands Visa-on-Arrival for Indian Nationals
In February, the UAE broadened its visa-on-arrival eligibility for Indian passport holders. Now, Indian nationals with valid residence permits from Australia, Canada, Japan, New Zealand, South Korea, and Singapore can obtain visas on arrival at UAE entry points.
This expansion builds on the existing rules that already granted visa-on-arrival for Indians holding valid visas or residence permits from the US, UK, EU, or a US Green Card. The update strengthens UAE’s status as a preferred travel and transit hub for Indian travelers.
4. Five-Year Multiple-Entry Visas for Pakistanis
Pakistanis can now apply for a five-year multiple-entry tourist visa, following the resolution of procedural challenges earlier in the year. The visa allows multiple visits without requiring a guarantor or host within the UAE.
The move aims to improve travel convenience while ensuring stricter checks after increased scrutiny of visitors from Pakistan due to previous incidents of unlawful activity.
5. Passport Cover Copy Now Mandatory for Entry Permit
In September, the UAE made it mandatory to attach a copy of the passport’s external cover page when applying for entry permits. Applicants must also submit:
- Passport copy
- Passport-size photo
- Hotel booking
- Return flight ticket
- Passport cover page
This step enhances identity verification and speeds up processing.
6. Visa Renewal Linked to Traffic Fine Payments
A major change rolled out in Dubai in July linked residency visa issuance and renewal to the settlement of traffic fines. Residents must clear all outstanding fines before completing visa procedures.
The General Directorate of Residency and Foreigners Affairs (GDRFA) stated that the system aims to promote safe driving and ensure compliance with local laws.
7. Golden Visa for Nurses
Dubai announced a special Golden Visa category for nurses employed by Dubai Health, who have served for over 15 years. This long-term residency recognizes their dedication, critical role in healthcare, and contributions to public welfare.
8. Golden Visa for Content Creators
A new Golden Visa path targeting content creators—including influencers, podcasters, filmmakers, and digital artists—was launched under the Creators HQ initiative. Applicants can apply online, after which their eligibility is assessed under the Creative Talent category.
This initiative strengthens Dubai’s position as a global creative and digital media hub.
9. Golden Visa for Waqf Donors
Waqf (Islamic charitable endowment) donors can now qualify for a Golden Visa under the category of financial supporters of humanitarian work.
Awqaf Dubai will nominate eligible donors—both residents and non-residents—under the criteria outlined in Cabinet Resolution No. 65 of 2022.
10. New Consular Services for Golden Visa Holders
The Ministry of Foreign Affairs introduced dedicated consular services for Golden Visa holders, offering support during emergencies abroad. These include:
- Emergency assistance
- Inclusion in evacuation plans
- Repatriation and burial arrangements
This ensures VIP-level protection and support for long-term investors and residents.
11. Blue Residency Visa – 180-Day Application Permit
Individuals eligible for the UAE’s environment-focused Blue Residency Visa can now apply for a 180-day multiple-entry permit to complete their 10-year residency procedures.
This visa honors those with exceptional contributions to environmental protection and sustainability.
