Authorities in Murree have announced the enforcement of Section 144 for three days during the upcoming Independence Day celebrations due to heightened security concerns and the anticipated influx of visitors.

Effective Dates and Restrictions

According to a notification issued by Murree Deputy Commissioner Agha Zaheer Abbas Shirazi, the measure will remain in force on August 12, 13, and 14, 2025.

Under the order:

  • Entry to Mall Road and GPO Chowk will be restricted to families only.
  • The restriction is aimed at ensuring a safe and controlled environment for visitors and residents during the celebrations.

Reason Behind the Decision

The notification states that the decision follows recommendations from the District Intelligence Committee during a meeting held on July 30, 2025. The committee expressed concerns about potential overcrowding, disorderly conduct, and other public safety risks during the holiday period, which historically attracts large numbers of tourists to Murree.

Legal Enforcement

Officials have confirmed that violators of Section 144 will face legal action under Section 188 of the Pakistan Penal Code (PPC). This provision allows authorities to penalize those who defy official orders issued in the interest of public safety and order.

Section 144 – A Preventive Measure

Section 144 of the Criminal Procedure Code empowers local authorities to prohibit gatherings, restrict movement, and impose other necessary measures to prevent unrest or danger to human life and property. It is commonly implemented during major events, protests, or periods of heightened security alerts.

Murree’s Independence Day Crowd Challenge

Murree, known as the “Queen of the Hills”, is a popular tourist destination that witnesses a massive surge in visitors during Independence Day week. The narrow streets and limited public spaces often lead to traffic congestion, overcrowding, and challenges for law enforcement agencies in maintaining order.

By restricting entry to certain areas to families only, officials hope to minimize unruly gatherings and create a safer environment for holidaymakers.

Public Cooperation Urged

The Murree administration has appealed to residents, shopkeepers, and visitors to cooperate with law enforcement agencies and comply with the temporary restrictions. Authorities have also warned that security checks will be intensified during the three days, and violators will be dealt with strictly under the law.
