In what could be a welcome development for electricity consumers across Pakistan, the National Electric Power Regulatory Authority (NEPRA) is likely to approve a Rs. 0.77 per unit reduction in electricity tariffs for the upcoming billing cycle. The expected relief combines adjustments under both the Quarterly Tariff Adjustment (QTA) and Fuel Price Adjustment (FPA) mechanisms.
The tariff cuts, if approved, will be reflected in electricity bills for August, September, and October 2025, providing a much-needed cushion to households and businesses facing inflationary pressures.
Rs. 1.89 Per Unit Cut Proposed Under Quarterly Adjustment
Power Distribution Companies (DISCOs) recently submitted the fourth quarterly adjustment petition for the fiscal year 2024–25 to NEPRA. The regulatory authority held a public hearing on August 4, 2025, to review the proposal.
Following initial deliberations, NEPRA is expected to approve a negative adjustment of Rs. 1.89 per unit, a significant relief aimed at adjusting for reduced electricity generation costs during the reviewed quarter. This adjustment, once formalized, will be spread across the next three billing months: August, September, and October.
Why Are Tariffs Coming Down?
The downward adjustment in tariffs is primarily attributed to:
- Revised agreements with Independent Power Producers (IPPs) that have lowered the cost of power procurement.
- Higher power demand, which has allowed plants to run at optimal capacity, thereby reducing per-unit production costs.
- Integration of captive power plants into the national grid, improving generation efficiency and reducing dependency on expensive energy sources.
Of the Rs. 1.89 per unit relief, Rs. 0.34 per unit is expected to directly affect August bills, based on lower production costs and improved load management.
Fuel Price Adjustment Offers Additional Rs. 0.78 Per Unit Relief
In a parallel move, CPPA-G (Central Power Purchasing Agency – Guaranteed) submitted its monthly fuel cost adjustment request for June 2025 on July 16. A public hearing regarding this adjustment was held on July 3, 2025, where NEPRA reviewed the actual fuel costs incurred versus reference prices.
According to preliminary assessments, a further Rs. 0.78 per unit reduction is expected to be approved under the Fuel Price Adjustment (FPA) mechanism. This component will also be reflected in August’s electricity bills.
Consumers had already received partial relief of Rs. 0.50 per unit in their July bills. The remaining Rs. 0.28 per unit is now expected to be adjusted in August, bringing the total expected FPA benefit to Rs. 0.78 per unit this month.
Combined Relief Totals Rs. 0.77 Per Unit (After Taxes)
While the gross adjustments from QTA and FPA collectively suggest greater relief, the final net impact on consumer bills is estimated at Rs. 0.77 per unit after taxes and regulatory fees are factored in.
This unified relief is expected to benefit a wide segment of residential, commercial, and small industrial users, who continue to struggle with high energy bills amid broader economic challenges.
Who Will Benefit?
NEPRA typically passes tariff adjustments on to consumers under a uniform policy. This means that:
- All DISCOs’ customers under the national grid will see this relief, except for K-Electric, which is evaluated separately.
- Protected consumers (using less than 200 units per month) may still be shielded from full tariff fluctuations under targeted subsidies.
- The relief applies equally to domestic, agricultural, and small commercial connections, which form the majority of Pakistan’s electricity consumer base.
Broader Impact on Economy
The anticipated relief is part of broader efforts by the energy regulator and government to stabilize electricity costs amid rising inflation, international oil price volatility, and rupee depreciation.

Lower energy costs contribute directly to:
- Reducing production costs for industries
- Easing the financial burden on households
- Improving inflation indicators
- Enhancing purchasing power
Economic analysts note that if such reductions continue and are sustained, they could support economic recovery by reducing the cost of doing business and easing the burden on consumers.
What Happens Next?
NEPRA is expected to finalize and officially announce its decisions in the coming days, following internal review and issuance of formal determinations.
Once approved:
- The Rs. 0.34 per unit QTA relief and Rs. 0.78 per unit FPA relief will be implemented in August 2025 bills
- Cumulative net savings for electricity users could be significant, especially for those with higher monthly consumption
NEPRA’s decisions will be published on its website and shared with DISCOs for immediate implementation.
