Cloud Burst in Punjab

This nationwide communication system leverages geo-fencing and mobile technology to:

  • Pinpoint flood-prone zones
  • Send instant SMS alerts to residents in the danger area
  • Deliver location-specific instructions on safety measures and evacuation

The alerts are customized and sent only to people physically located in the designated high-risk areas, using location-based services integrated into Jazz’s network infrastructure.

A Smart, Scalable Solution

Launched at a time when deadly monsoon rains have already claimed over 80 lives since June, the alert system is proving critical in:

  • Warning citizens early about looming floods
  • Minimizing casualties and property damage
  • Strengthening climate resilience infrastructure

The platform is dynamic, adjusting in real time as new weather threats are detected and affected zones expand.

A Public-Private Partnership for Resilience

Aamir Ibrahim, CEO of Jazz, described the system as a “life-saving tool”, made possible through the company’s wide network coverage and digital capabilities. He emphasized the role of private sector innovation in supporting public safety:

“As the monsoon season continues, our ongoing collaboration aims to reach and protect even more people in danger.”

NDMA officials echoed that sentiment, highlighting how mobile geo-fencing has dramatically improved outreach to vulnerable communities during emergencies.

Background and Rollout

  • The partnership was formalized in March 2025
  • NDMA identified 23 million Jazz users in vulnerable areas
  • Alerts began rolling out in early July 2025 amid worsening monsoon conditions
  • The system is part of the DEW-3 – Monsoon strategy, with future plans to expand it to other disaster types, including heatwaves, droughts, and earthquakes

Part of a Broader Digital Preparedness Push

This alert system is a key component of Pakistan’s evolving digital disaster strategy, which includes:

  • Pak NDMA Disaster Alert App
  • NDMA social media channels
  • Mainstream media broadcasting
  • Integration with local governments and emergency services

Together, these channels aim to build redundancy and resilience, ensuring critical information reaches everyone—online or offline.

Why This Matters

Pakistan ranks among the top 10 most climate-vulnerable countries in the world, according to the Global Climate Risk Index. From the devastating 2022 floods to recurring heatwaves, the country has seen firsthand the impacts of climate change and extreme weather events.

This geo-fenced disaster alert system is a low-cost, high-impact innovation that can:

  • Save lives in rural and urban areas alike
  • Educate communities about climate threats
  • Improve response times for authorities and citizens
  • Serve as a model for other developing nations

What’s Next?

NDMA is looking to:

  • Expand the system to other telecom operators
  • Introduce multi-language support in alerts
  • Improve coordination with district-level disaster response units

Meanwhile, Jazz plans to further integrate its location-based analytics and mobile data insights to help refine future emergency strategies.
