PTA Issues Strict 5G Security Guidelines 2025 for Secure Network Rollout in Pakistan

The Pakistan Telecommunication Authority (PTA) has unveiled the 5G Security Guidelines 2025, a robust framework designed to ensure the safe and resilient deployment of next-generation networks across the country. Recognizing 5G’s deep integration with critical infrastructure, digital governance, and essential services, the guidelines elevate network security to a national priority, safeguarding economic stability and public safety.

Developed by PTA’s Cyber Security Directorate, the framework aligns with leading international benchmarks from organizations like 3GPP, GSMA, ITU, ETSI, and NIST. It addresses the expanded cyber-attack surface of 5G’s cloud-native and virtualized architecture, introducing mandatory measures for operators, vendors, and service providers.

Key mandates include a Unified Authentication Framework supporting mobile and non-mobile access, mandatory use of Subscription Concealed Identifier (SUCI) to eliminate IMSI exposure and prevent tracking, and home network-controlled authentication to curb roaming fraud. Strict cryptographic protocols—such as TLS 1.3 and AES-128—are enforced, with outdated algorithms like MD5 and SHA-1 deprecated.

Additional protections cover Network Slice Security for isolated virtual segments serving IoT, industry, and public safety; enhanced Service-Based Architecture (SBA) via API safeguards, OAuth 2.0, mutual TLS, and Service Communication Proxies; and Security Edge Protection Proxy (SEPP) for secure roaming. Operators must adopt a Zero Trust model, deploy Security Operations Centers with SIEM and AI-driven anomaly detection, prepare for post-quantum cryptography, and undergo regular audits.

Physical security at RAN sites, insider threat mitigation, and third-party risk management are also emphasized. This PTA 5G security guidelines 2025 initiative fosters collaboration among stakeholders, building a trusted ecosystem resilient against evolving threats.

As Pakistan gears up for 5G expansion, these proactive rules position the nation for secure digital advancement.
